Başçiftlik'in kuruluş tarihi kesin olarak bilinmemektedir. Yaklaşık 550 yıl önce kurulduğu tahmin edilmektedir.
Başçiftlik'in Niksar ilçesinin doğu tarafında bulunan ve Ayvaz yönü mevkiine yakın bir yerde kurulduğu(Bu günkü Çengelli köyü civarında ) ve bu günkü
Başçiftlik'i yaylak olarak kullandıkları yönünde rivayetler vardır. Çevredeki bataklıkların , sivri sineklerin ve hastalıkların yüzünden halkın yaylak olarak kullandıkları bugünkü
Başçiftlik'e göç ettikleri ve yerleşmeye karar verdikleri yönündeki bu rivayeti doğrulayan bir başka olay da Niksar'ın Ayvaz önü mevkiinde '

Başçiftlik'le ilgili olarak ; Niksar'dan doğuya ormanları aşarak altı saatte
Başçiftlik'e geldiğini,burada Sivas eyaletinin tamam olup,Erzurum Eyaletinin başladığını,eyalet sınırında Vezirin Erzurum'dan gelen büyük bir heyetin karşıladığını,207 kurban kesildiğini,buradan da Erzurum Eyaletine bağlı 150 akçelik İskefsür kazasına gittiğini ,
Başçiftlik'in 200 evli büyük bir köy olduğundan bahsedilmektedir.
EKONOMİK YAPI
İlçe ekonomisi % 5 oranın da halıcılığa %95 oranın da çiftçilik ve hayvancılığa dayanmaktadır. 1971 yılında gerçekleştirilen halıcılık çalışmaları büyük bir hız kazanarak çevreye dağılmış hatta ilçemize yakın şehirlere ve bölgelere dağılmış büyük bir ekonomi potansiyel oluşturmuştur. İlçemizdeki halıcılığın hızı 1990 Körfez krizinden sonra gerilemiştir.İlçemizde daha önceki yıllarda ekonomi % 75 halıcılığa dayalı iken bugün % 5 seviyelerine gerilemiş, buna paralel olarak da İlçemiz ekonomisi zayıflamıştır. Önceki yıllarda ilçemiz merkez ve bağlılarında 2000 olan tezgah sayısı bugün 10 civarlarına inmiştir. Dolaysıyla halı üretimi de bitme noktasına gelmiştir. İlçemiz halıcılığının başlaması ile birlikte geçim düzeyi çok fakir olan halk fakirlikten ve gurbet elde çalışmaktan kurtulmuş özellikle 1975-1982 yılları arasına isabet eden zaman içerisinde maddi ve sosyal yönden çok gelişme kaydetmiştir. İlçemiz merkezindeki betonarma yapılaşma bu yıllarda gerçekleşmiştir. Halkımız beyaz eşya ve televizyonla bu yıllarda tanışmıştır. Halıcılık sayesinde para kazanan halk, yavaş yavaş dışarıya açılmış ve sosyal yaşam düzeyini yükseltmiştir. Bu yükseliş ilçe merkezi olana kadar devam etmiş ve ilçe olmanın alt yapısını hazırlamıştır. Halıcılıkla ilgili olarak 1985 yılından itibaren 5 tane 'Halı Festivali' düzenlenmiştir.
Başçiftlik bu festivaller sayesinde çevrede kendini tanıtmış ve
Başçiftlik'in ilçe merkezine dönüşmesinde etken olmuştur. İlçemizin faaliyete geçtiği ve resmi açılışının yapıldığı 1992 Ekim ayından bu zamana kadar geçen süre içerisinde resmi kurumların açılışı sağlanmıştır. Ancak bu durum ilçemizdeki nüfus hareketinin durmasına yetmemiştir. İlçemiz özellikle son yıllarda işsizlik nedeniyle çok göç vermiştir. Bu da ilçemizi olumsuz yönde etkilemektedir.
İDARİ YAPI
İlçemiz 20 Mayıs 1990 gün 20523 sayılı Resmi Gazetede yayımlanan 3644 Sayılı Kanunla kurulmuş olup, ilçemiz 1 kasaba ve 6 köyden oluşmaktadır. İlçe merkezinde 6 mahalle bulunmaktadır.
